and will be removed from scope.

Non-performing units return zero on investment

and will be archived below grade.

The mandate is issued.

The system mandates.

The system mandates the System

to achieve Efficiency.

Vertical reallocation initiates the cascade.

The benefits will cascade,

the efficiencies will cascade,

the compliance will cascade—

from the top layer to the base layer,

through non-compliance, non-standardisation, inefficiency—

where non-productive units are rendered
